There is an on going debate as to how open this is, it being a Google initiative, however that might be a case of not seeing the wood for the trees.  Reality is that this gives developers and handheld device with the facility to build some pretty sophisticated mobile applications.    Whilst applications have been developed these tend to be heavily based to the new kids on the block- social networking.   What is required are some heavy weight applications.
